Professor Sato is an educational philosopher as well as a practitioner of learning innovation and school reform. Since the mid-1990s, he has promoted the idea of “school as learning community”. “School as learning community” is a set of vision, philosophies and activity system, based on public philosophy. This idea has deeply captured teachers with a grassroots school reform movement rapidly spreading nationwide. Miraculous successes at “hard schools” attended by “at risk” children in poverty, have fired up the democratic professionalism of teachers. Today, nearly 3,000 elementary, junior secondary and senior secondary schools in Japan have joined in the network he created. About 300 pilot schools are active and holding 1,000 and more open workshops per year for teachers of those schools as well as schools nearby.

To promote the idea of “school as learning community”, Professor Sato founded the International Network for School as Learning Community in 2012. The grassroots network beyond national borders, has spread its wings to the world, especially to Korea, China, Taiwan, Singapore, Hong Kong, Indonesia, Vietnam, Thailand, UK, Mexico and other countries.
